On 24 and 25 September 2024, a high-level international conference "How to fight financial crime: new opportunities and approaches" will be held at the Conference Centre of the Estonian Academy of Security Sciences (Eduard Raska auditorium, Kase 61, Tallinn, Estonia).

We invite academics, policy makers and practitioners to attend the conference to discuss the latest developments in financial crime. The event will offer new ideas and opportunities for cooperation to prevent and combat financial crime.

The conference will be in English with simultaneous translation into Estonian.

Registration will close on 20 September 2024 at 16.00 (EEST/local time).

The Estonian Academy of Security Sciences, in partnership with Mykolas Romeris University in Lithuania and the Croatian Police Academy, is offering a specialized micro-credential course focused on tackling hybrid threats.

The Micro-Credential Course in Tackling Hybrid Threats is specifically tailored to meet the needs and interests of students, practitioners and scholars in the fields of security, law enforcement, intelligence, and related domains. This course aims to deepen participants' knowledge of contemporary security challenges and equip them with practical tools to effectively counteract hybrid threats.

The course will span a total of 15 weeks, commencing on August 30, 2024 and concluding on December 13, 2024 and it will be delivered through a combination of online lectures, interactive seminars, case studies, and engaging discussions, and face-to-face week December 09-13, 2024 in Tallinn. The course will be conducted in English. Proficiency in English is therefore necessary.

A team of biologists, legal experts, and economists, including Professor Indrek Saar from the Financial College of the Estonian Academy of Security Sciences, proposes three measures in an article in Science to reform wildlife trade in the EU. The current system falls short in ensuring that trade is documented, legal, and sustainable, with potential consequences for the survival of the species involved.

The first proposal of the team is to create a database of all trade—legal or illegal—of all species, regardless of their inclusion in specific regulations such as CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora). Currently any species not listed is not registered by EU countries and there is no information vital to ensure the trade is traced to its origins. The second proposal is the establishment of a regulation in the EU akin to the Lacey Act in the United States which establishes that if the capture or export of a species was illegal in the country of origin, it is illegal in the US. Finally, the third proposal is demanding the presentation of evidence supporting the sustainability of trade practices.

The article was prepared within the framework of the GLITSS project (Globalization, Illicit Trade, Sustainability and Security), a networking project of COST (European Cooperation in Science and Technology). The team led by Pedro Cardoso from Lisbon University made a significant contribution to the article during a workshop held in Lisbon in October 2023. In addition to Professor Indrek Saar, the authors of the article include scientists from Portugal, the United Kingdom, Finland, Lithuania, Albania, the United States, Brazil, and Australia.

Science is one of the oldest and most influential scientific journals in the world, first published in 1880. The journal publishes articles in various formats, and the article on wildlife trade appears in the Letters subsection, which can be found here.

The editorial board of the English-language annual academic journal Security Spectrum: Journal of Advanced Security Research, which is published twice a year, is once again waiting for the manuscripts of articles for the new issue!

Security Spectrum is a non-profit academic journal that publishes well-documented and analyzed studies on the full range of contemporary security issues, especially internal security and law enforcement related topics. Until the year 2023, the journal was known as Proceedings of Estonian Academy of Security Sciences. The journal is a peer-reviewed academic journal, that since the year 2024 appears twice a year. So far the journal has been published once a year. Security Spectrum does not charge a publication fee.

The 24th issue will be published at the end of 2024 and focuses on the emerging large-scale security challenges and difficulties posed by migration, and explores the links between migration and internal security. Subtitle of next edition is "Challenges to security arising from migration: exploring the nexus between migration and security".

The English version of the report The Impact of Russia's Alternative Future Developments on Estonian Security by the Research Centre of the Internal Security Institute has been published.

The Russian Federation is itself in a state of flux as a result of the war of aggression. All the threats and opportunities have not yet necessarily materialised, but these changes will undoubtedly have an impact on the global security context. However, the impact is not evenly distributed, with Russia's neighbours coming under greater pressure. The study describes possible developments in Russia from disintegration to democratisation. Different scenarios pose different challenges and the most relevant factors from the Estonian perspective are highlighted here. It is necessary to monitor the processes in Russia in order to give Estonian society and state authorities a better starting position for risk management.

The authors of the research are Jüri Saar, Arnold Sinisalu, Ramon Loik, Erkki Koort, Kaide Tammel and Raul Savimaa.

22nd issue of „Security Spectrum: Journal of Advanced Research“ focuses on new challenges for internal security due to the war on Ukraine

Scientific journal „Security Spectrum: Journal of Advanced Security Research“ (formerly known as Proceedings of EASS) reflects in its current 22nd number internal security and safety problematics of different European countries at all levels of society against the backdrop of the Russian-Ukrainian war, which inevitably causes significant changes in the world order. This issue consists of six articles that examine the events in Ukraine and Russian aggression from different anglees: global trends, international aspects, local reflections and developments in different countries. Studies have been completed on a variety of topics, ranging from the perception of the police message in different language communities in Estonia, to an examination of China’s global interests in the context of Ukraine’s military activities.

The Estonian Academy of Security Sciences in cooperation with the Rescue College and the Institute of Internal Security are organising a conference on civil protection on October 11-12, 2023.

"The Road to a Safer Tomorrow"

The conference will take place at the EASS Conference Centre at 61 Kase Street in Tallinn Estonia and online.

Civil protection is based on the population’s ability to protect themselves and, if necessary, help each other until help arrives as a joint effort of different members of the society – individuals, communities, local government units, entrepreneurs and government institutions. The conference will explore the most current and relevant topics in protecting civilians in case of threats and crises and in preparing for it, similarly the role of various organisations as well as the state and community.

Who is responsible for protecting the population? What could be done by the state to preserve and protect the nation? How can security be ensured in a small country with limited resources? How much should be contributed by the state and how much by ourselves to be prepared for crises, and who and what can we rely on? How do our nearby countries protect their society and what conditions have they created for this? Is there anything we can learn from the unique practises of more distant countries?

Civil protection is an extensive topic including people’s own preparedness for crises with sufficient supplies at home as well as national supplies, threat notification systems, bomb shelters, back-up systems for vital services etc. All this and much more will be discussed at the conference.

The International Day of Student Sport is annually celebrated on 20 September and the Academy has also set its sports day on the given date. We, of course, make overviews of the day for our students and employees, however, we would also like to share the data within the Healthy Campus programme.

This time, the competition even reached the US as we competed in several sports with the University of Alabama - Huntsville and the results of the first places by category were as follows:

Basketball free throws in one minute: students of EASS 13, employees 12, students of Huntsville 11, professors 6, other employees 13. The total number of competitors from the two schools was 102.
Indoor rowing on an ergometer: students of EASS 30.1s, employees 30.9s, students of Huntsville 31.1s, professors 40s, other employees 35s. The total number of competitors from the two schools was 134.
500M indoor cycling: students of EASS 26.6s, employees 34.05s, students of Huntsville 32s, professors 33s, other employees 36s. There were 77 students and employees participating from the EASS and Alabama Huntsville.

The competitions were held in several EASS campus sites – in addition to Tallinn also in our study centres in Paikuse and Väike-Maarja. The competition in Tallinn was unofficially participated also by our alumnus and Olympic athlete Allar Raja whose result in rowing was 29.8s and in cycling 26.26. It was great to compete with him again!

According to the programme coordinator Noemi Zaharia providing the US results, the competition generated excitement also there and at least the professors are already discussing how to prepare better for next year’s competition. Similar competitions have been held at EASS also earlier, so it was not the first time for some of our students and employees to put their abilities to the test. Then again, we were happy to see also numerous first-year students participating, with an additional international dimension given to the event by the active participation of our international ERASMUS students who also provided help in organising the competition.

IDUS activities in EASS were supported by Cultural Endowment of Estonia.

EASS representatives were similarly present at the MiniYliPall event held at Tartu University in the afternoon with our teams attending 3x3 basketball and blind volleyball competitions. We were loyally supported by our alumni, and once again our foreign students were included.

As to the Healthy Campus Programme, we thus met the requirements for physical activity and sport as well as involving partners and alumni. In the course of the numerous joint activities, we got to know each other better, and all the goals that we did not reach in the first competition of the academic year may well be improved in the next trials of the coming year.

Frontex, the European Border and Coast Guard Agency, is at the forefront of addressing the burgeoning challenge of low-flying object (LFO) detection at EU borders. The increasing prevalence of drones and other LFOs, used for illicit activities such as intelligence gathering and cross-border crime, necessitates advanced countermeasures to ensure the security of European borders.

Innovation Prize Award Contest

Frontex has initiated its inaugural Prize Award Contest, focusing on the detection, tracking, and identification of LFOs like drones, paragliders, and small planes attempting to infiltrate EU borders. This call to innovation aims to inspire industry leaders to develop inventive, cost-effective, and scalable tech solutions that can integrate seamlessly into operational capabilities and support the validation of a cutting-edge surveillance model.

Competition Overview

The total prize pool for the competition is EUR 950 000. It has attracted 21 proposals. At the current phase, three finalists are competing in the operational trial phase in Estonia. The remaining competitors are:

DAT CON d. o. o. (Slovenia)
FLIR Systems AB (Teledyne FLIR) (Sweden) and
Marduk Technologies (Estonia).

Chosen for its strong track record of collaboration between its national agencies and Frontex, Estonia is hosting the grand finale of this initiative, concluding on 6 October. The competition is organised in collaboration with the Estonian Academy of Security Sciences (EASS) and the Police and Border Guard Board (PPA).

The finalists are currently showcasing their technology in dynamic, real-life mimicking environments, tested by an independent team simulating various threats. This landmark event marks the first of its kind, executed in genuine situational conditions, aiming to assess the efficacy, resilience, and reliability of the proposed solutions in real-world settings.

The trial phase taking place at the Ridali airfield in southern Estonia brings together the brightest minds from the private sector to governmental agency representatives, all unified towards the common goal of safeguarding the EU's borders. On Wednesday, 27 September, representatives of EU Member States and EU agencies had a first-hand opportunity to observe the live trials.

The surge in LFOs, especially drones, is a call to action, and Frontex is leading the charge in fostering an ecosystem of innovation and collaboration.
